This helps to establish that the Doctor’s presence in the history of Earth has begun to have a real impact on other people. And that could also speak to Mrs. Flood being a fan of the Doctor. However, even if she is not a human, she clearly possesses an in-depth knowledge of the Doctor, both his present and future, as seen at the end of the season 14 finale, “Empire of Death.” Mrs. Flood appears to be following his story closely, and spoke of a tragic future ahead for the lonely Time Lord from Gallifrey.

The moment where the seemingly frail elderly woman, Mrs. Flood, appears on top of the roof of Ruby Sunday’s home at the end of “Empire of Death,” suggests that she indeed has a lot more knowledge and insight than has been revealed so far. And in this capacity, Mrs. Flood appears to recount the events in a manner as though she is the storyteller. This appears to confirm that she is at least watching the Doctor on his adventures and getting a kick out of the developments.
