Since Eaves is set to resign in the spring, Wallace seems like a likely candidate to replace him. Helen noted earlier in Black Doves that he had a somewhat meteoric rise through the levels of government, and that he would be prime minister eventually. It’s how Wallace went from a no-name politician to Minister of State for Defence in less than 10 years. An abrupt opening like Eaves’ resignation isn’t exactly when Helen thought Wallace would become prime minister, but it’s not entirely unexpected.
